🩸 Blood Lobby: How Russia Bought Its Way Back Into World Sport
The IOC and major sports federations are actively opening the door for Russia's return. An analysis of the lobbying campaign, the 760 Ukrainian athletes and coaches killed since 2022, the RUSADA doping trap, and why visa bans and total exclusion are required.
The missiles are still falling. The bodies are still being counted. And international sport has decided to look the other way.
The timeline of capitulation is moving faster than anyone expected. The International Olympic Committee (IOC) and major sports federations are not just opening the door for Russia’s return, they are actively removing the hinges. This is not a triumph of “sport above politics.” It is a coordinated lobbying campaign, funded by oil money and protected by a network of embedded officials, succeeding in real time.

But there is a second number every serious observer should care about more than the medals table. According to Ukrainian Sports Minister Matviy Bidny, as of July 2026, 760 Ukrainian athletes and coaches have been murdered since Russia’s full-scale invasion began.
That figure includes Olympians, Paralympians, world champions, record holders, and children who dreamed of competing. They were killed in combat, in missile strikes on their homes, and in training facilities bombed to rubble.
While the death toll climbs, the world’s sports federations debate “neutrality” and “equal access.”
The Timeline of Capitulation
Russia’s return was not a single decision. It was a phased operation, federation by federation, inch by inch. The strategy is clear: start with youth athletes or “neutral” status, wait for the outrage to subside, and then restore full national symbols.
The dam broke in late 2025 and early 2026. The International Judo Federation (IJF) was the first Olympic federation to restore full participation, complete with flag and anthem. World Aquatics followed in April 2026. On the very day World Aquatics announced its decision, Ukraine’s water polo team forfeited a World Cup match rather than share a pool with representatives of the state murdering their countrymen. That single act of defiance says more about moral clarity than every federation press release combined.
The momentum accelerated dramatically in the summer of 2026:
| Date | Federation | Decision |
|---|---|---|
| June 30, 2026 | ISU (Figure Skating / Speed Skating) | Russian and Belarusian skaters readmitted as “Individual Neutral Athletes” for the 2026/27 season. |
| July 7, 2026 | IOC | Provisionally lifted suspension of the Russian Olympic Committee (ROC). Removed recommended conditions of participation for international federations, clearing the path for LA 2028. |
| Late July 2026 | World Boxing | All restrictions removed. Russian boxers now compete under flag and anthem on the Olympic pathway. |
The “Neutral” Trap and the Doping Machine
The ISU case is the template. It deserves particular scrutiny because it reveals the playbook. Step one: readmit as “Individual Neutral Athletes.” Step two: compete without incident for one season. Step three: the federation declares the process successful and restores full national symbols, citing “non-discrimination.” ISU Figure Skating’s June 30 decision is not moderation – it is step one, and the clock is already ticking toward step three.
The IOC’s July 7 announcement contained a detail that should terrify anyone who cares about clean sport. Russian athletes returning to international competition must be part of a national anti-doping program. This means RUSADA, the Russian Anti-Doping Agency, is back in charge of testing its own athletes.
This is the same state agency that orchestrated the largest doping fraud in Olympic history at Sochi 2014. It operated a state-sponsored system of sample-swapping through a “mouse hole” in the laboratory wall. The IOC claims the International Testing Agency (ITA) will have “oversight,” but RUSADA remains the operator. The fox is not just guarding the henhouse; the fox built the henhouse, owns the hens, and wrote the rules.
“Our conclusion was that all of this could not have happened, and continue to happen, without the knowledge of and, either actual or implied, consent of the state authorities.”
— Richard Pound, head of the WADA investigation
The Justification and the Resistance
The IOC and its President, Kirsty Coventry, publicly frame these moves around principles of athlete non-responsibility for state actions and Olympic Charter compliance. When lifting the ROC suspension, the IOC argued that the ROC had removed regional sports organizations in occupied Ukrainian territories from its membership.
This is a legal trick. The aggressor simply eliminated the category of “regional councils” from their charter entirely, excluding all 85 of their own regions alongside the four occupied Ukrainian territories. They did this solely to ensure the Ukrainian regions would automatically be excluded without forcing Russia to admit those territories do not belong to them.
The National Olympic Committee of Ukraine has not accepted this sleight of hand. On July 29, 2026, Ukraine filed an appeal with the Court of Arbitration for Sport (CAS), arguing the IOC decision was premature and violates the Olympic Charter because the underlying territorial violations have not been resolved.
Some organizations have refused to cave. World Athletics, under Sebastian Coe, voted in early July to maintain its ban on Russian and Belarusian athletes, noting “no tangible movement towards peace negotiations having materialised”. Nine European Union member states have formally urged the EU to stop funding sporting bodies that re-admit Russian athletes.
These organizations prove that resistance is possible. The others chose complicity.
What Must Happen Now
The wrong question is: How do we separate sport from politics? The better question is: How do we stop international sporting bodies from laundering the reputation of a state actively committing war crimes?
- EU-Wide Visa Ban: The European Union must impose a blanket Schengen visa ban on Russian athletes, coaches, and sports officials. If you represent the Russian state in international competition, you do not enter EU territory.
- Host Nation Leverage: Every EU member state and democratic ally that hosts international sporting events must make a simple demand: no Russian participation, or we withdraw as host. No tournament revenue. No broadcast deals.
- Defund the Collaborators: National governments and Olympic committees must redirect funding away from federations that have restored Russia’s flag and anthem. Fund the resisters – World Athletics, UEFA, and national FAs that hold the line.
- Independent Verification: No Russian athlete should compete in any international event without fully independent, third-party testing – not delegated to RUSADA.
Russia’s return to world sport is a triumph of lobbying over morality, money over human life, and FSB influence over institutional integrity. “Peaceful competition” is not possible when one side is actively destroying the other.
The blood of 760 murdered Ukrainian athletes and coaches is on the hands of every federation president who voted to restore Russia’s flag. They are not neutral arbiters of sport. They are accomplices to sportswashing.
No flag for an aggressor state. No anthem for a regime that murders athletes. No podium for genocide.
Visa bans. Full exclusion. Now.
